Military mobility – Is the EU on the right track?

The European Court of Auditors (ECA) would like to invite you to an online press briefing on its upcoming special report on EU military mobility – at 10.00 a.m. CET on Wednesday 5 February 2025.
The purpose of the briefing is to provide a detailed overview of the audit, and to put its conclusions and recommendations into context. There will also be an opportunity to discuss the report with ECA President Tony Murphy and representatives of the audit team.
RSVP: Please let us know by 1.00 p.m. on Tuesday 4 February whether you intend to take part in the online briefing; we will then send you detailed instructions on how to connect. To allow for an informed discussion, confirmed participants can receive an embargoed copy of the report and press release upon request ahead of the briefing. Both documents will be published on the ECA website at 5.00 p.m. on Wednesday 5 February.
Background
For the first time in history, the EU’s current long-term budget, which runs from 2021 to 2027, sets aside a dedicated amount (€1.7 billion) for military and civilian dual-use transport infrastructure projects. However, Russia’s war of aggression against Ukraine has turned the bloc’s strategic need for military mobility into a matter of urgency. Under time pressure, in November 2022 the EU published its second action plan on military mobility until 2026. The plan consists of four main pillars dealing not only with dual-use infrastructure projects but also with administrative and procedural aspects of military mobility, i.e. multimodal corridors and logistical hubs, regulatory measures, resilience and preparedness, and partnerships.
The auditors assessed whether the plan was built on solid foundations and was on track to reach its goal of a well-connected military mobility network that enables troops, equipment, and supplies to move swiftly and seamlessly within and beyond the EU – at short notice and on a large scale
